This paper is on INTERNET GAMBLING. INTERNET GAMBLING includes any activities that occurs through INTERNET, and includes any involvement in lotleries, sweeps takes, or any activity based on chances for winning money, prizes or any kind of privileges. According to this paper, INTERNET GAMBLING can lead to problems which include wastage of time and energy, less rate of production, lower efficates in organizations and money laundering.

The aim of this paper is to consider whether critical rationalism has any ideas which could usefully be applied to the INTERNET.  Today we tend to take the INTERNET for granted and it is easy to forget that it was only about two decades ago that it began to be used to any significant extent. Accordingly in section 1 of the paper, there is a brief consideration of the history of the INTERNET.  At first sight this makes it looks implausible that any of Popper’s ideas could be applicable to the INTERNET, since Popper died before the INTERNET came into general use.  However, section 2 argues that Popper’s theory of World 3 does apply very well to the INTERNET.  This application is significant because, as shown in section 3, it leads to the problem of misinformation, which is one of the most significant problems generated by the INTERNET.  In section 4 there is an attempt to solve this problem using ideas taken from Popper’s epistemology. It is argued that there should be changes in education designed to prepare students for the INTERNET age. Teaching in the INTERNET age should focus on presenting to the students not just the accepted theories but also the evidence on which they are based. An illustration of how this might be done is given by considering an example from science teaching, namely the teaching of Newtonian mechanics in the last years of school or first years of university.

Although the development of cyberspace like other human achievements has undeniable benefits, it creates many problems which have been criminalized as "computer crimes" in most countries. One of these misuses which interferes the public and economic orders is INTERNET (online) betting which is being widespread all over the World in various forms, whether independent or dependent on another issue such as sport competitions. In some countries, this behavior is criminalized as "online GAMBLING" while according to the Islamic Penal Code, only traditional and physical procedures such as "GAMBLING" as well as "purchase, sale, custody, production and distribution of GAMBLING tools" also providing services in casinos have been criminalized as well as sentenced punishments. But with respect to the current circumstances as well as due to the widespread of INTERNET (online) betting, whether in the field of physical or computer games as well as the establishment of virtual casinos, it is necessary to examine the nature, conditions and legitimacy of these behaviors from the perspective of criminal laws and legislations. Results indicate that existing laws and regulations such as 705 – 711 Articles of the Islamic Penal Code cannot be generalized to online GAMBLING. Hence, it seems that the codification of some absolute laws in this regard should be put in to the agenda.

GAMBLING is a religiously prohibited practice and an illegal source of income which has found diversified examples in the course of time. According to Islamic penal code, GAMBLING is a crime. Adopting a descriptive-analytical method, this paper investigates opinions of jurists and experts at law, with an emphasis on Imam Khomeini’s views, to study thematic truth of GAMBLING concerning INTERNET betting. Reviewing definitions on GAMBLING offered by the lexicographers, jurists, and experts at law, and considering Imam Khomeini’s views on GAMBLING, we found out that in view of these thinkers, GAMBLING mostly refers to winning with an option of pledge and instruments have no place in its definition. INTERNET betting is a modern instance of GAMBLING. Resorting to such evidences as broad connotation of the game, possibility of considering betting websites as GAMBLING houses, importance of common law, importance of the philosophy behind banning GAMBLING, contents of traditions and lack of notions on GAMBLING tools, we can claim all these cases fall into the ambit of GAMBLING.
